Lens Dirt and flares

Greetings all,

I am trying to replicate the lens dirt effect as seen in many AAA FPS games. I happen to have the lens dirt texture but I just can't seem to know how to write the needed code to have it fully functioning (shaders & such) - please excuse me as I am very new to 3D graphics development.
