I'm trying to create a material with a flat color. I'm currently using a 16x16 texture to achieve this, but is there a more elegant way? Creating a texture for each flat color i might want seems like a bad idea.

You can create a single, solid gray texture and then use /vcolor <r> <g> <b> command to modify it in-game

Because it's neutral and can be easily colorized as you wish
